Colonel (Ret) Dennis Malone

I would like to recognize the significant contributions made by Phil at the negotiation table as the Association of Civilian Technician's Chief Negotiator, and also as ACT's President and Vice President for Labor Management Agreements between the Adjutant General and The Badger State and Mad City Chapters Association of Civilian Technicians, 1997-2000; 2000-2003; and 2003-2006. I had the distinct pleasure to be sitting on the opposite side of the table for all three contracts, but that distinction was only official. Unofficially, we all got along amazing well due to Phil's desire to expedite compromise for the good of all parties. It was indeed a pleasure to work with Phil in this capacity. He was always a tireless researcher of fact and worked very hard to find common ground. His heart was always in the right place while carrying out his role at the table. It was indeed an honor to assist Phil in resolving concerns to everyone's advantage, management and labor. The family's loss is everyone's loss. Salute!
